Neovation and NASSCO Win Two 2026 Brandon Hall Group Gold Awards

Brandon Hall Group announced the winners of its 2026 HCM Excellence Awards on August 13, 2026. Our Custom Learning team and our client NASSCO won two Gold awards in the Learning and Development program, for Best Certification Program and Best Custom Content. Both recognize the self-paced recertification series we built with NASSCO for its PACP, LACP and MACP certifications.

Brandon Hall Group has run the HCM Excellence Awards since 1993. A panel of independent industry experts, Brandon Hall Group analysts and executives judges every entry against the same published criteria (opens in a new tab), which cover program design and delivery, adoption and measurable impact.

The program behind the awards

NASSCO sets the standards for assessing, maintaining and rehabilitating underground infrastructure. Its PACP, LACP and MACP certifications give the people who inspect pipelines, laterals and manholes one consistent coding language, and they recertify every three years.

Classroom sessions were capped at 15 students, and NASSCO's earlier self-paced course had errors that broke modules and paths that let learners skip content, so we rebuilt the course from the ground up.

The new series has 13 self-paced modules and trains technicians to find and apply the Version 8 Manual the way they use it during an inspection. It has a 98% exam pass rate, against 92% in the instructor-led program. More than 1,200 learners completed it in its first year, and NASSCO recovered its investment within seven months of launch.
